Overview
Proposals were received on October 24th for the 2024 Ridgeland Ave Sewer Siphon Cleaning & Inspection Project. The only proposal was from National Power Rodding Corporation in the amount of $439,455 which is over the budgeted amount. National Power Rodding submitted an alternate proposal which included the same scope of work in an amount of $252,610. Staff recommends awarding a contract based on the alternate proposal amount of $252,610. The project consists of cleaning and inspecting the sewer siphon east of Ridgeland Ave under I-290 and providing reports of CCTV and chamber inspections.

Background
The project consists of cleaning and television inspection of the Ridgeland Avenue sewer siphon which runs under the I-290 Expressway. The siphon and junction chambers were installed as part of the original I-290 Expressway construction and were last cleaned and inspected in 2013.

The sewer siphon is an inverted sewer siphon which drops the 7-feet diameter sewer on Ridgeland under I-290 and then has it flow back uphill to continue flowing by gravity south of I-290. This is done by changing the pipe diameter to multiple smaller pipes and changing the sewage flow from a gravity flow to a pressurized flow. Sewer siphons are a higher maintenance item as the chambers and pipes can accumulate debris and must be cleaned on a periodic basis to ensure they still function.
