The Board has previously approved ordinances for disposing of vehicles, materials, and equipment as needed.
Background
Following Village policy and State law (65 ILCS 5/11-76-4), the Village may, by Ordinance, authorize the disposition of designated personal property (as opposed to real property) to dispose of property no longer usable to the Village.
The items are no longer necessary or useful to the Village and, therefore, the continued storage and ownership of these items are no longer in the Village’s best interest.
Items on the attached Exhibit A will be disposed of via internet auction, traded in, donated, or consigned. If the items are not sold or donated, they will be disposed of as scrap.
Exhibit B has 53 Bicycles. Neighborhood Services has contracted with BikeFix to repair those that are economically feasible to repair. Once fixed, those bikes will be donated to individuals in the community. The remaining bikes will be donated to Working Bikes.
For all items, the owner is unknown and has gone unclaimed for 90 days or longer.
Timing Considerations
Adoption at this time will allow timely disposal of surplus items and free up valuable storage space.
Budget Impact
Funds received from the sale of equipment will be placed in the appropriate revenue account.
Operating Impact
Removing surplus items will enable more efficient use of the Village of Oak Park's space.
DEI Impact
Donating bikes creates a more equitable distribution across the community for those who may have barriers to bike ownership. Increased access to bikes also supports environmental initiatives and promotes overall well-being.
