Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Introduction

The Consolidated Annual Performance and Evaluation Report (CAPER) is a U.S. Department of Housing and Urban Development (HUD) required document that the Community Development Block Grant (CDBG) grantees must submit each year. The Program Year (PY) 2024 ended September 30, 2025, and this Draft PY 2024 CAPER must be released for a 15-day public comment period before it is submitted to HUD on December 30, 2025.

Recommended Action
Approve and release the Draft PY 2024 CAPER for a comment period and authorize the Village Manager to transmit the final document to HUD after the close of this period.

Background
The Village of Oak Park, as an Entitlement Community, receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for locally determined projects. In Program Year 2024 HUD awarded $1,581,724. The Village is limited to allocating 15 percent of the total CDBG allocation to Public Service and 20 percent to Administration. The Community Development Citizen Advisory Commission (CDCAC) reviews the applications and makes recommendations annually to the Village Board for their approval. The Village must submit a CAPER to HUD summarizing activity from PY 2024.
