Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Police Department has a surplus of bicycles that are no longer necessary or useful to the Village and, therefore, the continued storage and ownership of the bicycles are no longer in the Village’s best interest.

Background

In accordance with Village policy and State Statutes 65 ILCS 5/11-76-4 and 765 ILCS 1030 et seq. the Village’s corporate authorities may, by Ordinance, authorize the disposal of surplus property not usable to the Village. 

 

The Village, through the Police Department, submits the bicycles listed in the attachment to the Ordinance to be declared as surplus. For all items, the owner is unknown and has gone unclaimed for six months or longer. 

 

Fiscal Impact

There is no expenditure associated with this Ordinance. Local not-for-profit organizations will receive the bikes that are in working condition, while those that are not will be donated to Working Bikes, a not-for-profit bike shop that fixes up old bicycles and has programs to get bikes to those in need.

 

DEI Impact

The donation of bikes creates an equitable distribution across the community for those who may have barriers to bike ownership.  Youth from lower socio-economic backgrounds and those who use bikes for commuter purposes may seek out non-profits for safe, reliable bikes. Increased access to bikes also supports environmental initiatives and promotes overall well-being.
