Introduction

The Village Board is required to periodically determine whether closed session minutes should remain confidential pursuant to the Illinois Open Meetings Act, 5 ILCS 120/2.06(d). The Village Board recently approved closed session minutes from June 2024 through March 2026, but did not authorize those minutes to be publicly released. Separately, the Village Board must determine the need for continued confidentiality of those meeting minutes and certain past closed session minutes.

Background
As required by the Act, the Village Clerk keeps written minutes of all closed sessions. The proposed motion authorizes the release of certain closed session minutes.
Timing Considerations
The semi-annual review of all closed session meeting minutes for ongoing confidentiality should occur every six months pursuant to Section 2.06 of the Open Meetings Act.
Financial Impact
There is no budget impact associated with this item.
Operations Impact
The Law Department and Clerk's Office are primarily responsible for this item. The Law Department spends approximately five (5) hours preparing the agenda item and reviewing closed session meeting minutes. The Clerk's Office spends approximately eight (8) hours per Board meeting attending closed session meetings and transcribing meeting minutes.
