Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Competitive bids were opened on February 29, 2024, for Project 24-4, Alley Improvements. Seven contractors picked up bid documents and two bids were received. The low responsible bid was submitted by Triggi Construction, Inc. in an amount of $2,318,347. The project is over the available budgeted amount by $222,393 and staff recommends increasing the funds for the project by this amount in order to construct all twelve alleys in the scope of work, including the four green alleys partially funded by a Metropolitan Water Reclamation District (MWRD) grant.

Background
The 2024 alley project involves rebuilding twelve alley segments throughout the Village, including the installation of four green alleys. Green alleys feature permeable brick pavement that allows rainwater to drain into the soil rather than the Village sewer system. The Village has a small area of sandy soils that allow for more cost-effective installations of permeable pavements since the water can readily infiltrate into the sand as compared to clay-based soils. The Village received a grant from MWRD to install these green alleys to reduce the amount of stormwater conveyed in the sewers and treated at the sewer treatment plants. The grant reimburses the Village $280,000 for these four green alleys. MWRD will reimburse 50% of the grant monies halfway through construction and the remaining 50% after completion and final inspection by the MWRD.
