Background
The Subject Property is located at the northwest corner of the intersection of Lyman Avenue and Roosevelt Road. The property is currently vacant and undeveloped. The Applicant seeks special use approval to construct and operate an Electric Vehicle (EV) Charging Station. The station would feature five (5) parking spaces, each space with an EV charger, including one ADA-compliant space. The site would also be improved with the landscaping required by the Zoning Ordinance, and the new development would utilize existing access to the property.
The Applicant purchased the Subject Property from the Cook County Land Bank Authority (CCLBA). Pursuant to the purchase agreement, the Applicant is required to construct the proposed EV charging station. Once constructed, the Applicant has plans to sell the property to The Community Builders (TCB), who would seek development entitlements from the Village to construct affordable housing units. The Village discussed the property with the Cook County Land Bank. The Land Bank is aware of public input and the proposed temporary improvements.
Therefore, the EV charging station would be a temporary use. Even though this would be a temporary use, once built, this charging station would increase access to electric charging stations in the RR Roosevelt Road Zoning District. In addition, this proposal would support the Village's sustainability goals, at least temporarily.
