Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
Competitive bids were opened on September 2, 2021, for the 21-2 Resurfacing of Various Streets project. Nine contractors picked up bid documents and three bids were received. The low responsible bid was submitted by Brothers Asphalt Paving, Inc. in an amount of $580,695.73. The project includes resurfacing 8 blocks throughout the Village in low to moderate income areas. The project is being funded primarily with federal Community Development Block Grant (CDBG) funds. Work is scheduled to be completed by Thanksgiving.

Fiscal Impact
The FY2021 Budget includes $405,000 in CDBG funds for the resurfacing of various streets account no. 2083-46201-668-583652. There are available funds in the FY2021 Budget in Capital Improvement Fund for Local Street Construction account no. 3095-43780-101-570951 from savings from other projects to fund remaining $175,696 needed for this project.

Background
This project includes the resurfacing of 2 blocks and reconstruction of 6 blocks throughout the Village, and upgrading corners to be in compliance with ADA requirements. The streets being resurfaced are shown in the attached map and are all located within low to moderate income areas since the project is being primarily funded with federal CDBG funds. Work is scheduled to start in early October and be completed by Thanksgiving.

The Village has previously worked with Brothers Asphalt Paving on similar projects and they have performed good work in the past.

The alternative to this recommendation could be to delay action to gain additional information.
