Bids were opened on August 28, 2025 for Project 25-14, Garfield Traffic Signal Upgrade. The Village received one bid for this project from Lyons Electric Company in an amount of $116,000, which is under the budgeted amount for the project and represents a competitive bid. The work includes traffic signal improvements to add left turn arrows to eastbound Garfield at Oak Park Avenue to improve traffic flow on Garfield primarily during AM peak times which will reduce traffic congestion on Garfield and hopefully discourage the use of alternative side streets.

Background
This project includes the upgrading of the traffic signal at Oak Park Avenue and Garfield Street to include a left turn arrow from eastbound Garfield onto northbound Oak Park to allow for better flow of traffic and minimize the blockage of through traffic by a left turning vehicle.
The Engineering Division previously bid this project in July of this year but received no bids. The project was put back out for bid in early August and the Village received one bid for the project from Lyons Electric Company in an amount of $116,000 which is under the budgeted amount for the project and represents a competitive bid. Work on the project is scheduled to be completed by February of 2026.
Timing Considerations
Adoption of the Resolution at this time will allow for the contractor to complete construction in the desired timeframe to minimize disruption to nearby schools and complete the project by February, 2026.
