Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
Overview
The Redevelopment Agreement for the Emerson Development did not include the costs for replacing the entire length of water main on North Boulevard from Harlem to Marion Street. This work was included in the approved plans to extend the limits of improvement of the water main on North Boulevard beyond the frontage of the development site in order to replace the existing aging water main and connect to the existing water system at Harlem Avenue and Marion Street.

Fiscal Impact
There are $660,000 of funds included in the FY2017 Budget in the Water and Sewer Fund, Water Distribution, Capital Improvements, account no. 5040-43730-777-570707 to pay for the replacement of water mains associated with the Emerson Development.

Background
The Redevelopment Agreement (RDA) for the Emerson Development identifies the replacement of 250 feet of the water main on North Blvd along the frontage of the development as a Village of Oak Park cost. The RDA does not consider any replacement of water main on North Boulevard beyond the development's frontage.

The replacement of the water main on North Blvd between Harlem and Marion was included in the approved plans for construction in order to replace the older water main dating from 1909 and to realize the full benefits from the increased flow of a new water main which would not be achieved if it were only replaced along the frontage.
