Background
The Village of Oak Park currently has established authority under Chapter 15 Article 10 of the Village Code to immobilize and tow vehicles for unpaid parking violations. These enforcement tools serve as part of the Village's broader parking compliance framework.
On January 1, 2025, parking enforcement responsibilities transitioned from the Police Department to the Development Services Department, under the Parking and Mobility Services Division. As a result, there is a need to ensure that the Village Code clearly reflects this operational structure and provides appropriate administrative authority for enforcement actions related to parking violations, parking citations, and adjudication matters.
The proposed amendments do not introduce new enforcement authority. Instead, they clarify procedures and roles of enforcement actions to ensure a more consistent and transparent approach. The amendments establish that the Parking and Mobility Services Division is authorized to initiate vehicle immobilization for qualifying parking violations, unpaid citations, and adjudication outcomes, while also clearly distinguishing these administrative enforcement actions from police-authorized tows related to public safety or other non-parking matters.
