Background
On October 31, 2025, the Oak Park Police Department (OPPD) responded to a large gathering of teenagers and young people in Oak Park. The Police Department called for mutual aid through the Illinois Law Enforcement Alarm System (ILEAS) which resulted in officers from multiple police departments responding to assist the OPPD. It was confirmed by the OPPD that pepper balls were deployed by another jurisdiction during the response.

There are no specific timing considerations associated with this item.
Budget Impact
Should the Board direct CPOC to review the Halloween incident, staff recommend the selection of a professional facilitator to assist CPOC in reviewing the incident. Funds have not been appropriated for this purpose in the FY25 budget, however there is available funding in the Board and Commission Support account no. 1001.41020.101.530662.
