Overview
Overview
Competitive bids opened on February 29, 2024, for Project 24-18, Alley Improvements. Eight contractors requested bid documents and three bids were received. The low-responsible bid was submitted by J. Nardulli Concrete, Inc. for an amount of $804,957. The project is funded primarily with Community Development Block Grant (CDBG) funds and is over the budgeted amount of funds for 2024. Staff recommends removing one alley segment from the scope of this project to have the project fit the budgeted amount.

Recommendation
Adopt the Resolution.

Background
The 2024 alley improvements have been broken into two separate projects due to availability of CDBG funding and project review timelines. This contract is for the alleys funded primarily by CDBG funds in census tracts with low to moderate income. The Village received bids for this project and the low bid from J. Nardulli Concrete is over the budgeted amount. The project originally included replacement of five (5) alley segments. Staff recommends removing alley segment #458 located south of Randolph between Clinton and Kenilworth Avenues from the project to fit the CDBG budgeted amount.

A map showing the locations of the alleys being replaced as part of this contract is attached.

Work is planned to start in April and be completed by early summer.

Fiscal Impact
The Fiscal Year 2024 Budget includes $700,000 in Community Development Block Grant (CDBG) funds for this project in the CDBG Fund, VOP Public Works - Alleys account no. 2083-46201-101-583657 and $30,000 in Capital Improvement Funds, Public Works-Engineering, Alley Improvements ...
