Overview
Village staff in conjunction with the Building Code Advisory Commission ("BCAC") are recommending an update to standardized building codes which regulate the maintenance of residential and commercial property. The ordinance adopts the 2009 edition of the International Property Maintenance Code (IPMC) with local amendments. This ordinance would remove or amend specific sections of the existing Village Code in order to support the new property maintenance code once adopted.

Background
Village staff presented an overview of the ordinance at the November 2, 2015 meeting. Based on input from the Board at that meeting, revisions have been made. The attached ordinance reflects those revisions. Village Staff and the BCAC have discussed IPMC adoption and local amendments at meetings for the past two years. In the winter of 2015, Development Customer Services staff met with the Oak Park Area Association of REALTORS, Oak Park members of the Building Owners and Managers Association, and the Oak Park Business Association Council to solicit their input on the IPMC and local ammendments. The Village's current housing code is outdated and does not result in consistent implementation of property maintenance standards. By adopting the IPMC, the community will have a standardized code that easily accessible and understandable. Additionally, it will result in uniform and consistent enforcement standards throughout the Village. Village staff will be trained on the new code and property maintenance inspections uniformity and consistency will be stressed.
