On June 3, 2025 the Board passed RES 25-192 (A Resolution Approving the Release of the Draft Program Year 2025 Funding Recommendations, PY 2025 - 2029 Consolidated Plan, and PY 2025 Action Plan for Public Comment).
Background
Every five years, the Village must prepare a Consolidated Plan for the U.S. Department of Housing and Urban Development (HUD) to receive Community Development Block Grant ("CDBG") funds. The purpose of the HUD-mandated Consolidated Plan is to outline the priorities and strategies for addressing the needs of low- and moderate-income people with CDBG funding. The Consolidated Plan will guide the funding allocations the Village recommends over the next five years, beginning with Program Year (PY) 2025, which starts on October 1, 2025.
In PY 2025, the Village will receive $1,574,409 in CDBG funding. The Community Development Citizen Advisory Commission (CDCAC) reviewed all PY 2025 applications and is recommending the allocations included in the PY 2025 Annual Action Plan.
Timing Considerations
HUD requires that the PY 2025 - 2029 Consolidated Plan and PY 2025 Annual Action Plan be submitted on or before August 15, 2025, in preparation for the October 1, 2025 program start date. Failing to meet these deadlines would delay the use of CDBG funds to benefit households with low and moderate incomes, as well as jeopardize the Village's CDBG funding.
