Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
First Reading of this ordinance was held on March 2, 2014 and the Village Attorney has made limited edits based upon the discussion of the Village Board as a part of that meeting. The proposed new Article 36 ("Donation Boxes") of Chapter 8 ("Business Licensing") provides for the Village to license donation boxes, including appropriate monitoring and oversight, throughout Oak Park which not currently regulated by the Village Code.

Background
A recent survey conducted by the Development Customer Services Department determined that at least 18 donation boxes owned by various charitable and non-charitable organizations have been installed throughout Oak Park. Donation boxes have been set up on private property for the purpose of collecting and redistributing, clothing, electronics, shoes, books and other personal items. On-site inspections of donation boxes conducted by the Village have determined that the boxes are maintained in various degrees of working order and aesthetic appearance.

The Ordinance requires donation box owners to obtain annual Village permits. Annual inspections of permitted donation boxes will be conducted by the Development Customer Services Department. The draft Ordinance was reviewed by the Business Association Council at its February 25, 2015 meeting.
