Overview
Competitive bids were opened on March 5, 2015, for the Alley Improvements Project. Ten contractors picked up bid documents and six bids were received. The low responsible bid was submitted by J. Nardulli Concrete, Inc. in an amount of $1,486,455.00.

Staff Recommendation
It is recommended that a contract be awarded to J. Nardulli Concrete, Inc. in an amount not to exceed the bid amount of $1,486,455.00.

Fiscal Impact
The costs for this project would be funded through the Capital Improvement Fund account no. 3095-43780-101-570964 which provides $2,700,000.00 for design and construction.

Background
This project includes the removal and concrete-installation of fifteen alley segments at various locations south of South Blvd. The alleys being replaced with this contract have condition score ranges in the 20's through 50's with 100 being a newly constructed alley. An attachment shows the specific work locations in this contract.

This contract is the first of two alley construction contracts being awarded in 2015. The second contract is tentatively scheduled to be brought forward for consideration at the May 18th Village Board meeting. The second contract consists of the alleys to be reconstructed in the northern portion of the Village this year.

Alternatives
The alternative to this recommendation is to not award the contract.

Previous Board Action
On November 3, 2014 the Village Board authorized a contract with Hancock Engineering to design and manage the alley improvement projects for 2015.
