Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Ordinance amends Section 3-4-2 to allow the sale of package alcoholic liquors by a Class C-7 liquor licensee for off-site consumption. The Village Code currently allows a C-7 liquor licensee to sell wine and liqueurs only for off-site consumption.

The fiscal impact of the Ordinance will be potential additional liquor sales taxes to the Village.

Background
The Village's only Specialty Gourmet Foods Shop C-7 liquor licensee, Avarom, Inc., d/b/a Careful Peach Boutique ("Careful Peach"), appeared before the Liquor Control Review Board ("LCRB") at the LCRB's February 24, 2015 meeting to request that it be able to sell package alcoholic liquors for off-site consumption. "Alcoholic liquors" are defined by Section 3-1-1 of the Oak Park Village Code to be "any alcohol, spirts, wine and beer, and every liquid or solid, patented or not, containing alcohol, spirits, wine or beer, and capable of being consumed as a beverage by a human being." Careful Peach's liquor license only allows it to currently sell wine and liqueurs for off-site consumption as those terms are defined in Section 3-1-1 of the Village Code. The LCRB unanimously recommended approval of Careful Peach's request.

Alternatives
Not adopt the Ordinance.

Previous Board Action
The Village Board approved an Ordinance which created the Class C-7 liquor license classification at its October 6, 2015. Pursuant to that same Ordinance, the Board also approved a C-7 license for Careful Peach.
