The proposed Ordinance authorizes the issuance of a Restaurant Class B-4 liquor license to Connolly's Public House, Inc. ("Connolly's") by the Local Liquor Control Commissioner for the property located at 1107-1109 South Boulevard.

Background
Connolly's has applied for a Restaurant Class B-4 liquor license for the property located at 1107-1109 South Boulevard ("Property"). The Property is currently occupied by Szechwan Beijing. Szechwan Beijing maintains a Restaurant Class B-1 liquor license for the Property and will relinquish that license upon a lease agreement being in place with Connolly's. The proposed Ordinance contemplates that Szechwan Beijing's B-1 liquor license will be removed from the Village Code. Connolly's Class B-4 liquor license is contingent upon the lease agreement being in place. Connolly's intends to operate a full-service restaurant pursuant to the B-4 classification at the Property. The Liquor Control Review Board ("LCRB") determined that Connolly's met all of the requirements for the issuance of the license and unanimously recommended at its March 24, 2015 meeting that the Village Code be amended so that the Local Liquor Control Commissioner may issue the license.
