The proposed Ordinance authorizes the issuance of a Class D-10 liquor license to Serenitea, Inc. ("Serenitea") by the Local Liquor Control Commissioner for the property located at 1046 Pleasant Street.

Background
Serenitea has applied for a Class D-10 liquor license for the property located at 1046 Pleasant Street ("Property"). Serenitea currently operates a tea shop at the Property and seeks a liquor license to offer alcoholic liqueurs, beer and wine for special events, such as birthdays, bridal showers, wedding showers, lunches and brunches. As part of these special events, Serenitea has received requests for champagne teas or a wine toast which it could not accommodate. The proposed Ordinance amends the Class D-10 classification to allow for the sale of beer and wine in addition to alcoholic liqueurs and amends the hours by which such sales can be made to begin at 10:00 a.m. The Ordinance also amends the classification to include tea shops in addition to coffee bars. There are no current Class D-10 liquor license holders in the Village and the Ordinance authorizes the issuance of such a license to Serenitea as the Village's only such licensee.
