Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
In June of each year, the Village is required to adopt an ordinance setting prevailing wages for public works pursuant to the Prevailing Wage Act, 820 ILCS 130/0.01 et seq.

Fiscal Impact
The fiscal impact is based upon the applicable contracts the Village enters into through June of 2016 which is unknown at this time.

Background
The Village is required by the Prevailing Wage Act to adopt an ordinance in June of each year setting the prevailing rate of wages in the Village for laborers, workers and mechanics employed by contractors engaged in construction of any public works project. The Illinois Department of Labor sets rates on a monthlhy basis for various classifications and types of laborers, including hourly wages, overtime rates and mandatory benefits, and the Ordinance incorporates these rates as published by the Department of Labor for June 2015. The Village has historically adopted the Department of Labor's rates as prevailing in the Village. These rates apply on to contractors and not Village employees as the rates of pay for Village employees are set by the collective bargaining process.

By adopting the Ordinance, the Village is establishing the wage rates contractors must pay for each classification of laborer, worker and mechanic engaged in the construction or demolition of public works. The Act requires the Village to publish these rates, make them available upon request and to insert language in applicable contracts providing that the Prevailing Wage Act's requirements must be met.

Alternatives
Not adopt the Ordinance and conduct an independent wage investigation pursuant to the Prevailing Wage Act.
