Fiscal Impact
Total funding from this grant is $41,783. The grant monies will be used to support the salaries and fringe benefits of the Health Director, Grants Coordinator and Emergency Preparedness Coordinator.
Background
The Health Department has maintained a State certification as a local health department since 1948. The Village has applied for $41,783 in Community Readiness Initiative grant monies. The Village anticipates receiving an intergovernmental agreement from the Illinois Department of Public Health and is requesting Village Board approval to execute the agreement.
The purpose of the Cities Readiness Initiative is to fund local health departments located in CDC-designated “Cities Readiness Initiative” or CRI juristictions in Illinois, outside the City of Chicago. The Village of Oak Park is considered one of these juristictions. The goal of the CRI funding is to provide certain additional dollars to State Certified Health Departments for the purposes of assessing, prioritizing, building, training and exercising the necessary resource elements and capabilities needed to save lives in the event that emergency medical countermeasures must be rapidly dispensed to the entire population within 48 hours of the decision to do so.
The term on this grant is from July 1, 2016 to June 30, 2017.

Alternatives
The Cook County Department of Public Health would take on this responsibility for Oak Park. However Oak Park may lose some control in areas such as drug distribution and require residents to travel further or distribution in Oak Park may not be as quick as if the Village managed this activity.
