Overview
This is an optional grant for certified health departments to implement strategies and activities to advance tobacco prevention and control within their juristicitions. The Village anticipates receiving an intergovernmental agreement for the Illinois Tobacco Free Communities grant in the amount of $20,456 from the Illinois Department of Public Health and is requesting Village Board approval to execute the agreement. The grant term is from July 1, 2016 to June 30, 2017.

Fiscal Impact
Total funding from this grant is $20,456 and this is a cost reimbursement grant. The grant monies will be used to support a portion of the salaries and fringe benefits of the Health Director, Health Grants Coordinator and Health Administrative Assistant. In addition, the monies will be used to fund a Public Health Specialist that will be responsible for administering the deliverables of the grant.
Background
The Village has applied for $20,456 in Illinois Tobacco-Free Communities (ITFC) grant monies. The Village anticipates receiving an intergovernmental agreement from the Illinois Department of Public Health and is requesting Village Board approval to execute the agreement. This is a grant that the Village has managed for many years.
The purpose of this grant is to provide funding to certified local health departments to implement strategies and activities to advance tobacco prevention and control within their juristicitions. Unter the ITFC program, the Health Department will implement science-based, policy-focused strategies aligned with State and national goals and objective to 1) prevent tobacco use among youth; 2) promote tobacco cessation amoung adults and youth; and 3) eliminate exposure to second hand smoke. In addition, the Health Department will continue to implement strategies to enforce and promote the Smoke-Free Illinois Act and Oak Park’s compatible smoke-free ordinance.
The Health Department plans on using the grant monies to partner with the West Cook YMCA to help them go 100% smoke-free and to certify their staff to teach a smoking cessation course to their housing residents. Grant monies will also be used to educate and encourage Oak Park multi-family housing owner to go 100% smoke-free, provide for education on the Village’s new Tobacco 21 ordinance and enforce our local smoke-free ordinance.
The term on this grant is from July 1, 2016 to June 30, 2017.

Alternatives
The Village Board could delay action and seek information or if not approved, since this is an optional grant, neiher the State nor the County would do this work in Oak Park. If Oak Park did not apply, grant money would be provided to other applicants.
