Overview
Mobile communication is utilized by all operating departments for emergency communication and daily operations. The Village participates in the State of Illinois Joint Purchasing Program for materials, equipment and services commonly used by municipalities such as cell phone, smartphone and mobile data. Participation in the Joint Purchasing Program results in volume discounts on equipment and services which the Village could not achieve on its own as a single purchaser.

Fiscal Impact
The FY2017 budget provides a total of $234,000.00 for Telecommunications in the Information Technology account #1001-41040-101-540690. The Verizon service for 2017 is anticipated to not exceed $115,000.00.
Background
Verizon provides reliable coverage in our region and nationally. In the past 7 years, staff and public safety vehicles have been using Verizon services successfully in their operations. Verizon is utilized by WestCom dispatch and its community members, e.g. River Forest, Elmwood Park, Park Ridge and Oak Park.
Using a single provider standardizes equipment and services that enhance the Village’s unified communications and ease in the management of mobile services used in the field. In addition, when operationally practical and cost effective, staff has the option to utilize one’s own personal service and are provided a stipend.
The Village currently has 152 wireless devices including flip phones, modem, MiFi’s and smart devices.
Alternatives
The Board could elect to not authorize this service agreement and require staff to terminate services and begin testing other service providers.
Previous Board Action
On April 18, 2016, Board approved Verizon service for 2016 in an amount not to exceed $110,000.

Anticipated Future Actions/Commitments
It is anticipated that the Information Technology Department will be including this service in its annual budget request.
Intergovernmental Cooperation Opportunities
The purchase of service through the Joint Purchasing Program of the State of Illinois uses intergovernmental cooperation to obtain favorable pricing for wireless services.
Performance Management (MAP) Alignment
The Information Technology department will be in the third phase of participating in the Village’s performance management program.
