Overview
Upon review and discussion of the Reinventing Government Committee of the Board of Trustees a recommendation to merge the duties the Public Art Adviosry as detailed in Chapter 2 (“Administration”) Article 22 (“Public Art Advisory Commission”) of the Oak Park Village Code into the duties as stated in the annual service contract with the Oak Park Area Arts Council to be presented on December 5, 2016 for review and approval.

Fiscal Impact
The Public Art Advisory Commission has requested $100,000 in the 2017 Capital Improvement Budget. If approved by the Board, these funds will be available to the Oak Park Area Arts Council (OPAAC) for public art activities. Monthly invoicing will be provided to village staff for public art activities.
Background
As part of The Board’s ongoing efforts to streamline governmental activities, the Reinventing Government Committee of the Village Board reviewed the responsibilities and duties of both the Public Art Advisory Commission and the Oak Park Area Arts Council to determine if the activities of these groups would be better served under one organization. The Reinventing Government Committee is in agreement that there is significant overlap in duties and responsibilities of the Commission and Council and is recommending that all duties and responsibilities of the Public Art Advisory Commission be assumed by the Oak Park Area Arts Council effective January 1, 2017.
The Trustee Liaison to the PAAC and OPAAC, as well as staff, have met with the Public Art Advisory Commission, and leadership of the Oak Park Area Arts Council to review the Reinventing Government Committee’s recommendation. The Board of the Oak Park Area Arts Council has agreed to assume responsibility for Public Art activities beginning January 1, 2017.

The Village Board could choose to not approve the Ordinance.

Citizen Advisory Commission Action
The Public Art Advisory Commission has reviewed the Reinventing Government Committee recommendation at their Sept & Oct, 2016 regular meetings and is aware of the recommended time-line for the restructuring.
Anticipated Future Actions/Commitments
The 2017 OPAAC Service Agreement is scheduled to be reviewed and approved at the December 5, 2016, Village Board Meeting. The 2017 Service Agreement will include Public Art activities to be assumed by OPAAC and will specify the creation of a new OPAAC Public Art Subcomittee to manage these activities.
