Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview
The Agreement allows WOW to utilize certain portions of the public Right-of-Way (ROW) for installation and maintenance of telecommunications systems, both underground and mounted to existing utility poles, street lights and/or traffic signal poles for a ten year period with five year renewal.

Fiscal Impact
The Village will receive compensation from WOW for the use of public ROW in the form of both a one-time fee and a monthly fee.

Background
On April 20, 2015, the Village entered into an agreement with Wireless Bridge Partners (WBP) for professional services related to the marketing and development of contract for the location of small cell antennas on Village owned street lights in order to improve private cellular phone and data reception within Oak Park.

The Village was contacted by WOW seeking use of public ROW earlier this year to expand its telecommunications infrastructure. In conjunction with WBP an Agreement was reached which provides for an initial fee of $1 per linear foot of communications cable installed in the Village's ROW and a monthly fee of $300 per location to which WOW attaches its equipment. Pursuant to the Agreement with WBP, the Village would retain 65% of all revenues from any lease agreement established with a carrier for placement of small cell wireless equipment on a Village street lights and WBP would retain 35% of the monthly fee, up to a maximum annual amount not to exceed $100,000.

In addition to the foregoing, Licensee shall reimburse the Village for engineering and legal fees incurred by Owner in the review and approval of this Agreement in the amount of $5,000.
