Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. In January of 2017 Village staff requested bids for three separate landscaping contracts under a “Comprehensive Landscaping Bid”.  One of the contracts, the Business District Landscape Maintenance Program for 2017 is proposed to be awarded to the low responsive bidder, McAdam Landscaping Inc., of Forest Park, IL.

Fiscal Impact

The FY 2017 budget provides a total of $140,000.00 for Business District landscape maintenance and for the maintenance of the above ground movable landscape planters in the General Fund, General Contractuals account no. 1001-43800-742-530660.

 

In addition, the FY 2017 budget provides a total of $50,000.00 for various landscape improvements and plant materials replacement in the Capital Improvement Fund, Engineering, Landscape Improvement account no. 3095-43780-101-570963.

 

The above funds will be distributed between two landscape contracts, the Business District Landscape Maintenance (referred to in this agenda item) and the Regular Landscaping (referred to in another agenda item).

 

The proposed not to exceed amount of this contract is $75,729.00.

 

Background

The Village maintains the landscaping in multiple business districts across the Village.  The Village staff, business owners, and residents place high importance on the quality and cleanliness of their business districts. 

 

In the past, business district maintenance was included as part of the Village “Regular Landscape Maintenance” contract.  With the landscaping contracts due for bidding in 2017 a decision was made to pull the Business Districts into their own landscape maintenance services contract.  This allows the Village to be increase the level of service and expectations in those business districts.  Work included in this contract includes: in ground planter bed maintenance, weeding, and litter pick-up.  The above ground movable landscape planters are maintained in a separate contract.

 

McAdam Landscaping Inc. is the low responsive bidder for this contract.  They have completed this work for the Village in the past and most recently for DTOP.  They are a quality contractor who provides excellent service.

 

The following is the proposed contract amount for this project:

 

-                     Base Landscape Maintenance: $50,729.00

(This amount does not include landscape maintenance in DTOP which will be handled under an agreement with DTOP for that maintenance)

-                     Additional landscape improvements in business districts and other Village Landscaped areas (ie. Plant replacement, fencing, other landscape materials, etc.): $25,000.00

 

Total not to exceed amount for this contract is proposed to be $75,729.00

(Base $50,729.00 + additional improvements $25,000.00)

The Board can delay action to gain additional information.

The Village Board has approved contracts for this work annually.

Anticipated Future Actions/Commitments

It is anticipated that the Department of Public Works will be bringing this agreement to the Village Board annually. 

 

Intergovernmental Cooperation Opportunities

None at this time.  The Park District of Oak Park was requested to provide a bid for this work but they have elected not to pursue this contract.
