Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Competitive bids were opened on March 16, 2017, for the 2017 Alley Improvement Project 17-4. Fifteen contractors picked up bid documents and eleven bids were received. The low responsible bid was submitted by RW Dunteman Co. in an amount of $2,552,618.50.

Fiscal Impact
The costs for this project would be funded through the FY 2017 Capital Improvement Fund, Public Works - Engineering, for Alley Improvements account no. 3095-43780-101-570964; the FY 2017 Capital Improvement Fund, Public Works - Engineering, for Local Street Construction account no. 3095-43780-101-570951; and through the FY 2017 CDBG fund for Development Customer Services - Neighborhood Services, Capital Improvements account no. 2083-46201-101-583657 according to the table below.



The remaining $261,011 of CIP funds for alley improvements will be used to pay for the construction of the north-south alley adjacent to the Lincoln Property development, and for the design-engineering of the 2018 alley improvements. Residents have the option during the project to reimburse the Village to have their private garage-aprons reconstructed at the contract unit price and this cost will be offset as generated revenue.



Background
This project includes rebuilding 22 alley segments throughout the Village. The alleys being replaced under this contract have an average condition score of 41 with a 100 being a newly constructed alley. A map showing the locations of the alleys being replaced as part of this contract is attached. The project also included $50,000 for patching pavement for alleys not scheduled for replacement in the next five years.
