Background
Two Brothers seeks the creation of a B-5 liquor license classification which would allow restaurants meeting the Village's B-4 restaurant liquor license classification to also have retail alcoholic liquor sales. The retail sales space cannot exceed 50% of the total square footage of the premsies under the new classification and would allow tasting of alcoholic liquors or food if the tasting is part of a promotion or sales device. The remaining conditions for a B-5 license are the same as those for a B-4 restaurant license. At its meeting on March 28, 2017, the Liquor Control Review Board ("LCRB") recommended adoption of the new classification by a unanimous vote of its members. The LCRB also determined that Two Brothers met all of the applicable proposed requirements for the issuance of the license and recommended that the license be issued by the Local Liquor Control Commissioner.
