Background
On February 16, 2010, the Village of Oak Park added Chapter 30 to the Village Code to regulate Special Events. The new Chapter provided for the Village Manger to establish a special event committee to be chaired by the Village Clerk and permits for special events to be issued by the Village Clerk.
Since 2010, the volume of special event permits requested has increased as well as the staffing impact to the Oak Park Police Department to ensure public safety at such events as well as in neighborhoods impacted by such event has become increasingly complex. While there have been no significant challenges to date, it is the recommendation of both the Police Chief and Village Manager that the Village Code be amended to provide for the issuance of Special Event Permits by the Chief of Police. In addition, the Village Manager would appoint the Special Event Committee Chairperson which is in line with the Council-Manager form of government as opposed to the current Committee Structure which placed the elected Village Clerk in a position of oversee the recommendations of the Police Department in regards to public safety activities related to special events.

The Board could reject the recommendation.

The Village Board has approved various modifications to Chapter 30, most recently as December 2016 when the Mid-week market was removed from the Village Code.
