Overview
Overview
As required by Public Act 99-0006, the Villages of Oak Park, River Forest, Forest Park, Elmwood Park and the City of Park Ridge are consolidating the Emergency Telephone System Boards (ETSBs) of these respective units of government. The recommended Intergovernmental Cooperation Agreement (IGA) is compatible with the West Suburban Consolidated Dispatch Center (WSCDC) which provides 9-1-1 services for these same communities.

Fiscal Impact
Prior to Public Act 99-006, the individual communities received the surcharge fees imposed under Section 15.3 of the Emergency Telephone System Act, and the Village deposited these funds into its Emergency Telephone System Fund. Annually, the Village of Oak Park budgeted for those funds via the Enhanced 9-1-1 Fund which annual averaged $580,000 per year were budgeted to support the Village's $1.6 million share of the WSCDC operating budget.
The IGA complies with the new state requirement that all surcharge fees are directed to a consolidated ETSB and the IGA and bylaws proposed under a separate agenda action provide for each community respective surcharge contributions to offset their share of WSCDC operation costs.
The FY17 adopted budget anticipated implementation of the State requirement.
