Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

As required by Public Act 99-0006, the Villages of Oak Park, River Forest, Forest Park, Elmwood Park and the City of Park Ridge are consolidating the Emergency Telephone System Boards (ETSBs) of these respective units of government.  As a result, the local ETSB must be repealed.

Background

Section 50 ILCS 750/15.4(e) states that on and after January 1, 2016, no municipality or county may create an Emergency Telephone System Board unless the board is a Joint Emergency Telephone System Board. The corporate authorities of any county or municipality entering into an intergovernmental agreement to create or join a Joint Emergency Telephone System Board shall rescind the ordinance or ordinances creating the original Emergency Telephone System Board and shall eliminate the Emergency Telephone System Board, effective upon the creation, with regulatory approval by the Administrator, or joining of the Joint Emergency Telephone System Board.

 

The Village of Oak Park and its partner communities of River Forest, Forest Park, Elmwood Park and Park Ridge currently are members in the West Suburban Consolidated Dispatch Center (WSCDC) which provides 9-1-1 services for these same communities.

The State established a deadline for dissolution of local ETSBs and creation of consolidated Boards by the April 1, 2107 deadline.  The Village of Oak Park was unable to comply with the State’s April 1st deadline due to the unforeseen cancellation of the March 20, 2017 Village Board meeting.

The Village’s ETSB Board has been aware of this State requirement and held its last meeting in March 8, 2017.

Alternatives

The Village could pursue action to separate from WSCDC and join another consolidated dispatch center and attach to that organization's ETSB, however, staff does not recommend this as a viable alternative.

 

Previous Board Action

By separate action on this agenda, it is recommended the Village Board approve an intergovernmental cooperation Agreement with River Forest, Forest Park, Elmwood Park and Park Ridge to consolidate the Emergency Telephone System Boards (ETSBs) of these respective units of government in compliance with Public Act 99-0006.
