Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Village is required to purchase and maintain the water meters that record the volume of water that the City of Chicago supplies the Village.  This item provides for the installation of five new water meters that are located at the Central Pumping Station reservoir.  Four contractors submitted bids for this project with Cerniglia Company being the low responsive bidder.

Fiscal Impact

The FY 2017 Water and Sewer Fund Budget allocates funds for materials and supplies for the operation and maintenance of the water supply system in account number 5040-43730-776-540674, Property Repair, and account number 5040-43730-776-530667, External Support.

 

Background

The water meters that currently record the water supplied from the City of Chicago are over 15 years old and are due to be replaced.  The Chicago supply meters for the North and South pumping station reservoirs have already been replaced and include the cellular reading capabilities.

 

The replacement of the North and South pumping station meters and the upgrade to cellular reading technology of the City water supply meters has performed well and has exceeded expectations.  The pump station operators are able to obtain meter readings on a daily basis for the compilation of purchased water from the City instead of once per month.  This is a real advantage to managing the Village’s water supply resources, not to mention the safety and cost savings of not having to climb into confined space entry vaults on a monthly basis.

 

The final phase of this project is the replacement of the five meters that serve the Central pumping station reservoirs.  There are two underground vaults housing the Chicago water supply meters.  One vault has three meters, which are the primary meters servicing the East and West reservoirs.  It should be noted that because the Central station being the largest, and therefore the primary pumping station (also having two reservoirs) it has back up fill valves for the reservoirs.  The other vault has two meters which serve the “back up” fill valves for the East and West reservoirs.

 

 

The meters were purchased separately and are from Midwest Meter, Inc.  They are the only meters available on the market that currently provide cellular reading capabilities.  Cerniglia will complete the installation.

The Board can delay action to gain additional information.

Anticipated Future Actions/Commitments

It is anticipated that the Department of Public Works will be bringing similar water maintenance and supply upgrade projects to the Village Board annually.
