Overview

The Brookfield-North Riverside Water Commission (BNRWC) will be installing a transmission water main for the entire length of Fillmore Street starting in 2017.  The Village of Oak Park entered into an Intergovernmental Agreement (IGA) allowing for this work in 2015.  As part of the IGA the BNRWC included installation of a water main on Fillmore from Maple to Wenonah and a sewer main from East Avenue to Ridgeland Avenue as part of the project’s scope.  The BNRWC received 5 bids for the project on March 7th.  The lowest qualified bid was from Benchmark Construction in an amount of $14,468,016 for the entire project.  Pursuant to the IGA the Village will pay for the cost to construct the Village’s water and sewer mains.  The cost for the Village’s portion of the project is $764,440.   Staff is recommending authorizing the BNRWC to install the Village’s water and sewer improvements in an amount of $764,440 pursuant to the IGA.

Fiscal Impact

The costs for this project would be funded through the FY 2017 Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for the Fillmore Water & Sewer Main Improvements account no. 5040-43730-777-570707 which provides $750,000 for this work and through the FY 2017 Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for the Fillmore Water & Sewer Main Improvements account no. 5040-43750-781-570707 which provides $250,000 for this work. 

 

Background

In 2015 the Village of Oak Park entered into an Intergovernmental Agreement (IGA) with the Brookfield-North Riverside Commission (BNRWC) which allows the BNRWC to install a 36” water main through Oak Park in order to supplement, and ultimately replace, their aging water supply system.  Per the IGA the BNRWC will completely rebuild Fillmore Street with the project saving the Village over $2.2 million in needed roadway improvements.  The IGA also required the BNRWC to incorporate planned Village water and sewer projects as part of their plans on Fillmore.  The Village will pay for the construction of the underground utility work and the BNRWC will pay for all associated pavement restoration.  The Village’s portion of the project consists of a sewer relief project recommended in sewer modeling contract the between East Avenue and Ridgeland Avenue and a proposed water main on Fillmore from Maple Avenue to Wenonah Avenue.  By incorporating this work into this project the Village will save hundreds of thousands in pavement restoration work and engineering oversight typically required as part of these projects.  The IGA also required the BNRWC to install fittings and valves for a future emergency water supply connection serving the Village should the Village elect to connect to the Commission’s water main to provide redundancy to the Village’s water supply in the future.

 

The BNRWC has received bids for their project on March 7th of this year.   The cost for the entire project is $14,486,016.  The cost of the Village’s portion of the work is $764,440 which is under the $1,000,000 budgeted for this work.  Staff is recommending authorizing the BNRWC to install the Village’s water and sewer improvements as part of their project pursuant to the IGA.

 

The BNRWC project is anticipated to start in late spring of this year and span two construction seasons.  The work goes from Forest Park into the City of Chicago.  Work will generally progress from west to east and there are provisions in the IGA which require work in areas near schools to be completed during summer months when schools are not in session.  Staff is working with the BNRWC’s engineers on notifications to the affected residents and community outreach about the project.     

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On September 21, 2015, the Village Board approved a Resolution Authorizing Execution of Intergovernmental Agreements with the Brookfield-North Riverside Water Commission for Fillmore Street Watermain Installation and for Operation of an Emergency Water Supply to the Village of Oak Park.

 

On November 2, 2015, the Village Board approved a Professional Services Agreement with MWH Americas, Inc. for Design Engineering Services for the Fillmore Street Relief Sewer Project in an amount not to exceed $53,419 and Authorizing its Execution.
