Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Ordinance amends the Village Code to create a Special Events Class E-3 Liquor License Classication to allow bring-your-own (“BYO”) possession and consumption of wine and beer within Austin Gardens during a theatrical performance by a non-profit theater organization and amends the Village Code to issue a Class E-3 license to the Park District of Oak Park (“Park District”).

Background

The Park District seeks the creation of the new Class E-3 liquor license classification to allow BYO possession and consumption of wine and beer within Austin Gardens during theater performances which are currently conducted by the Oak Park Festival Theatre during the summer months.  At its meeting on February 28, 2017, the Liquor Control Review Board (“LCRB”) voted to recommend that the Class E-3 liquor license classification be created and that such a license be issued to the Park District.  The Village Code currently does not contain a BYO liquor license classification and the Police Department is not in favor of the creation of such a classification. 

 

Pursuant to the Boards’s discussion of the Ordinance at the April 17, 2017 meeting and follow-up discussons with the Park District, the Ordinance requires BASSET training of Park District employees and volunteers who provide services at Festival Theatre performances, insurance with the Village named as an additional insured and a reduced annual fee of $500.00.
