Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village of Oak Park is engaging in a process of updating the Harrison Street Arts District Plan as an outcome from the Comprehensive Planning process.  The Village will use a planning consultant to facilitate the process with the community and staff.

Authorize the Village Manager to sign the Professional Services Agreement with Teska Associates, Inc. upon adoption of the Resolution.

 

Fiscal Impact

The overall fiscal impact is the not-to-exceed amount of $57,100.  Funds have been budgeted in account number 1001 46202 101 530667.

 

Background

The current plan was created by graduate students from the University of Illinois a Chicago - College of Urban Planning and Public Affairs in 2002-2003 for both the Harrison Street Arts district and the South Town business district.  Staff determined that by separating the two districts it would allow a more focused approach for each district, starting with the Harrison Streets Arts District.  Each district is somewhat unique and deserves individualized attention.  As part of this and future budgeting processes, staff will be working toward updating all existing Village business district plans. 

 

Staff began this process of seeking services of a planning consultant to assist in the update to the Harrision Street Arts District plan by issuing a Request for Qualifications in January of this year.  Proposals were received by February and candidates analyzed and interviewed in early April.   Key staff and the Executive Director of the Oak Park Arts Council interviewed three leading candidates and have determined that Teska Associates, Inc. is the top consultant based on their experience, expertise and planning knowledge.

Deny the Professional Services Agreement.

The Village Board approved the FY2017 budget in December 2016 with funds initiating this project.

Anticipated Future Actions/Commitments

The Village Board will be included on the update schedule within the scope of work as well as be involved in the interview/stakeholder process.  After the public hearing on the update, the Village Board will receive a request for adoption of the new Harrison Street Arts District Plan in the last quarter of this year.

 

Intergovernmental Cooperation Opportunities

Land use matters are unique to Village government within the corporate limits of Oak Park however; other governmental agencies own land or operate within the corporate limits of Oak Park and will therefore be consulted when appropriate.
