Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Village has written the draft Program Year (PY) 2017 Action Plan, which includes proposed Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) activities that the Community Development Citizens Advisory Committee (CDCAC) recommended and that the Board is now being asked to approve. Citizen participation requirements mandate a 30-day public comment process for the draft PY 2017 Action Plan.

Fiscal Impact

The U.S. Department of Housing and Urban Development (HUD) has not yet posted the PY 2017 allocations committed to each Entitlement Jurisdition.  Staff estimates that Oak Park will be entitled to $1,500,000 for CDBG and $135,000 for ESG in PY 2017, which begins October 1, 2017.  Under federal regulations, the Village is able to set aside up to 15% of the total CDBG allocation ($225,000) for CDBG Public Services funds and up to 20% for Administration and Planning ($300,000), with no cap for Public Facilities Improvements but limited funds available. The Village is setting aside the full 15% for CDBG Public Services, the full 20% for CDBG Administration and Planning, and the full 7.5% for ESG Administration in PY 2017.  In addition to recommending funding for twelve CDBG Public Services proposals, the CDCAC is recommending funding for one CDBG Public Facilities Improvements proposal and five ESG proposals.  These commitments will not impact funds already committed to public infrastructure improvements, housing programs, and other CDBG-funded projects in the Village.

 

Background

Every year, the Village must submit an Action Plan to HUD in order to receive CDBG and ESG funding. Before the Action Plan is submitted, a draft Action Plan must be approved by the Village Board and released for a 30-day public comment period.

 

For PY 2017 the Village is expected to receive $1,500,000 in CDBG funding and $135,000 in ESG funding. The CDCAC reviewed PY 2017 applications and heard applicant presentations, and is now recommending specific funding allocations to the Village Board for numerous non-profit agencies.

Citizen Advisory Commission Action

In March, April and May of 2017, the CDCAC reviewed applications, heard presentations and made recommendations regarding CDBG and ESG applications for PY 2017 funding. The Board is now being asked to approve these funding recommendations.

 

Anticipated Future Actions/Commitments

Immediately after the Board approves the Resolution, approving the CDCAC funding recommendations and releasing the draft PY 2017 Action Plan for a 30-day comment period, the Village will advertise the availability of the draft plan, and the public can review it and provide comments. The final PY 2017 Action Plan will be approved by the Village Board at the July 17, 2017 meeting and submitted to HUD on August 15, 2017.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME program consortium, the Village is submitting the PY 2017 Action Plan to HUD in partnership with Cook County.
