Overview
Competitive bids were opened on May 18, 2017 for the Sidewalk Improvements Project. Four contractors picked up proposal documents and four bids were received. The low compliant bid was submitted by Schroeder and Schroeder, Inc. in an amount of $136,569.00. It is recommended to award the contract at the full budgeted amount of $175,000 so additional sidewalk locations can be replaced.

Fiscal Impact
A total of $175,000 has been budgeted in the 2017 Capital Improvement Plan for sidewalk improvements. Funds in the amount of $150,000 for this project come from CDBG Fund, for Development Customer Services - Neighborhood Services, Capital Improvements account no. 2083-46201-101-583652; funds in the amount of $25,000 for this project come from the FY 2017 Capital Improvement Fund, Public Works - Engineering, for Sidewalk Improvements account no. 3095-43780-101-570953.
Background
This project includes the replacement of approximately 13,500 square feet of sidewalks, as well as additional quantities for curbs, driveway apron replacement, and other items associated with this concrete work. Sidewalk replacement will take place at numerous locations throughout the Village. Schroeder and Schroeder has completed several sidewalk replacement projects for the Village of Oak Park in the past and has done an excellent job.
Sidewalk locations have been prioritized based on a sidewalk survey conducted by the Engineering Division staff in 2015 & 2016. Staff surveys approximately ¼ of the Village each year. A typical sidewalk square (25 sq. ft.) costs about $188 to replace. The Village covers 100% of the cost for replacement for the majority of sidewalks identified in our surveys. Homeowners can share 50% of the cost, or roughly $94 per sidewalk square, to replace sidewalks not identified in the surveys.
Staff is recommending that the total budgeted amount of $175,000 be awarded for the contract so that additional sidewalk locations in need of replacement can be included in the project.
