Competitive bids were opened on May 18, 2017, for the Micro-surfacing and Crack-Filling project.  Three contractors picked up bid documents and one bid was received.  The low responsible bid was submitted by A.C. Pavement Striping Co. in an amount of $292,260.65.  Staff is recommending approving the contract at the available budget amount of $300,000, which is higher than the bid amount, in order to get additional microsurfacing work completed.

Fiscal Impact

The costs for this project would be funded through the Capital Improvement Fund account no. 3095-43780-101-570974 which provides $300,000 for performing microsurfacing and crack filling on asphalt roadways that are in need of these maintenance activities. 

 

 

 

Background

The Village has used microsurfacing as part of the pavement maintenance program for many years. Microsurfacing is a surface treatment that extends the service life of pavements from 5 to 7 years.  Approximately 4.6 miles of streets are planned to be micropaved under this contract. Additionally, crack filling will be done on a number of streets, including some stretches along streets that have been resurfaced between 3 and 5 years ago.

 

The Village of Oak Park has been combining this project with the same work in the Village of River Forest for the past 5 years in order to increase the amount of work under this contract and get more competitive pricing for both communities.  The Village of River Forest awards and manages their portion of the contract separately.   

 

The contractor, A.C. Pavement Striping Co., has completed microsurfacing in the Village of Oak Park and has done an excellent job.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

The Village Board approved this work as part of the FY 2017 Captial Improvement Plan budget.
