Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

There are existing overhead wires which run through the Gingko tree in the courtyard of the Frank Lloyd Wright (FLW) Home and Studio for the electrical service for the Village’s street lighting system and for AT&T.  The Village and the Frank Lloyd Wright Trust have been working together to remove a power pole in the parkway and these aerial wires restore the historic view of the FLW Home and Studio and to ensure the long term health of this iconic tree.  The cost for AT&T to remove and bury their aerial facilities is approximately $19,798.20.

Fiscal Impact

The FY 2017 budget does not include funds for the work to remove the aerial wires.  It is proposed to transfer funds from the FY2017 FY 2017 Capital Improvement Fund, Public Works - Engineering, Street Lighting Improvements for Energy Efficient Lighting Upgrades account no. 3095-43780-101-570954 to the same account for Street Lighting System Rehabilitation to pay for this work.  If approved, staff will prepare the necessary Budget amendment to transfer funds during the quarterly budget amendment process.

 

Background

There are existing overhead wires which run through the Gingko tree in the courtyard of the Frank Lloyd Wright (FLW) Home and Studio for the electrical service for the Village’s street lighting system and for AT&T.  The Village and the Frank Lloyd Wright Trust have been working together to remove a power pole in the parkway and these aerial wires restore the historic view of the FLW Home and Studio and to ensure the long term health of this iconic tree.  In order to remove these aerial utility wires it is necessary to create a new underground pathway for these utilities. 

 

The FLW Trust was working separately with Comcast to have a fiber optic communications wire installed.  The proposed Comcast work involved installing underground conduit at the same location being considered by the Village for the relocation of the aerial wires.  The Village was able to take advantage of this opportunity and worked with Comcast and their contractor to have underground conduits installed in an existing easement at the adjacent property owned by the FLW Trust to allow for the future relocation and burying of AT&T’s and the Village’s aerial wires.   

 

The Village and FLW Trust met with AT&T to request removal and relocation of AT&T’s aerial wires in the tree.  The cost for AT&T to remove and bury their aerial facilities is approximately $19,798.  AT&T will utilize the buried conduits being installed by Comcast’s contractor. 

 

The Village will coordinate the installing a new electric service for the Village’s street lighting system and removal the existing electrical aerial wires with the AT&T work so that the wires and pole can be removed improving the athletics of the FLW Home & Studio and ensuring the health of the Gingko tree in the courtyard.
