Fiscal Impact

This is a ten and one-half year agreement (July 1, 2017 to June 30, 2022).  The Village agrees to pay the ACL an annual fee of $110,000 for the first full contract year for the services provided under this agreement.   The annual payment amount will increase 3% in year 2 and 3 and 2% in year 4 and 5.

Background

On October 16, 2006 the Village Board approved the first five year agreement with the ACL (June 2007 to June 30, 2012).  The Village agreed to pay the ACL $100,000, in addition agreed to a Village loan of $466,000 for capital expenditures associated with a shelter expansion adequate to address the needs of the Village under the agreement.  The principle sum of the loan was reduced by 10% ($46,000/year) at the successful completion of each year of the original five year term.  On May 7, 2012 the Village Board approved a second five year agreement with the ACL (July 1, 2012 to June 20, 2017).  The Village agreed to pay the ACL an annual fee of $100,000 under the agreement.

The agreement requires the ACL to provide for services including receiving, housing and caring for Oak Park animals.  The ACL provides professional veterinary care and is responsible for identifying pet owners, contacting pet owners and processing owner/animal redemptions.  The ACL takes ownership of all un-claimed animals after a specified redemption period and then finds homes for those animals through their robust adoption program.

The Animal Care League is a not-for-profit 501(c)(3) corporation which has been boarding and adopting out cats and dogs since 1973.  The ACL’s mission is to shelter lost, abandoned and unwanted animals until they are adopted.
