Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Staff is recommending that the Village of Oak Park purchase from the existing provider Carbonday the updated version of the existing ChargePoint equipment for 3 new electric vehicle charging units at Holley Court and 2 new units at Avenue Garage. The new units feature a longer charging cable resolving issues users may have in reaching the charging cable to vehicles.

Fiscal Impact

The FY 2017 Parking and Mobility Services Capital Improvement Plan Budget provides $46,000 for electric vehicle charging stations account no. 5060-43770-784-570705 ($25,000.00) and account no. 5060-43770-788-570705 ($21,000.00).

 

The cost will not exceed $46,000.00 in total.

 

Currently, the Illinois Department of Commerce and Economic Opportunity (DCEO) does not have an active Electric Vehicle Infrastructure Rebate Program.  However, in the past these rebate have typically been retroactive and covered 50% of Level II EV charging station equipment and installation costs up to the following caps: $3,750 per networked single station; $3,000 per non-networked single station; $7,500 per networked dual station; and $6,000 per non-networked dual.

 

Background

On November 19, 2012 the Village Board approved the installation of two (2) dual level 2 electric vehicle (EV) Charging Stations, one at Village-owned Avenue Garage, and one at Village-owned Holley Court, for the purpose of adding to the Chicago region’s EV charging infrastructure, and to provide EV charging services to Oak Park residents, commuters and visitors.

 

These charging stations have played a vital role in helping the Village of Oak Park and its residence go green.  The stations are frequently used to capacity and per the request of parking garage patrons, a need for additional stations has been assessed.

 

Installing additional units would provide further options for residents and visitors of the Downtown area who own electric vehicles. This new installation would continue to help with the regional effort to install an EV charging station infrastructure to address “range anxiety” issues for electric vehicle owners. Additionally, this addresses the alternate transportation goals in both the PlanIt Green and the regional GoTo 2040 plans.

The Village Board could direct staff to modify the proposal.
