Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. SDOP Corp., owns the properties along Harlem Avenue from North Boulevard to Lake Street where the Gap and Old Navy stores are located.  The Emerson Development is creating a new Maple Avenue where the previous parking lots existed.  The Village is proposing to construct minor streetscaping in the landscaped easement area along the east side of SDOP’s property to have it match the streetscape on the east side of the new street.  The cost sharing agreement splits the costs of these improvements with the Village.

Fiscal Impact

The FY2017 budget includes $1,931,000 in the Capital Improvement Fund for streetscaping at the Emerson Development, account no. 3095-43780-101-570959 which will be used to fund this work which is estimated at $94,013.  SDOP Corp. will reimburse the Village for half of these costs up to $50,000.

 

Background

The Emerson Development will be constructing a new Maple Avenue at the west side of the development where the Village’s surface parking lots once were.  Along the west side of the new street right-of-way there is a landscaped easement area owned by SDOP Corp.  The Village requested that SDOP Corp. share in the costs of replacing the landscaped area with streetscaping materials so that it will match the proposed streetscape constructed by the Emerson Development on the east side of the new street.

 

The streetscape work generally includes replacing the existing landscape area with traditional concrete sidewalk, trees in tree pits, and replacing the existing low level lighting with salvaged lights from Westgate Street which will match the style of the proposed lights of the Emerson Development.

 

The Village included the streetscape work as part of the 17-2 Resurfacing of Various Street project in order to get the best pricing for the work.  The total cost of the streetscape work on this property costs $89,393 plus the costs to replace the irrigation system which are estimated at $4,620.  SDOP Corp. will pay half the costs of this work per the agreement.   Work on the streetscape area will start shortly after award of the project and be completed in September of this year.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the July 17, 2017 regular meetingof the Village Board, the Board approved a contract with Crowley Sheppard Asphalt, Inc., for Project 17-2, Resurfacing of Various Streets and Parking Lots, in an amount not to exceed $2,148,342 which included the construction of the streetscape area covered under this cost sharing agreement.
