Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

Overview

In April of 2016 the Village of Oak Park entered into an agreement with Strand Associates to provide Construction Inspection Services for the Site/Civil Work at the Emerson (previously Oak Park Station) Development project.  The intent of the agreement was to provide full time inspection services during the underground utility work and then inspection of the streetscape and paving work at varying levels of coverage from part time to full time depending on the work involved.  The original cost of the inspection services was based off of the construction schedule provided by Tishman Construction at the time.  In 2016 Underground utility work took significantly more time than originally projected by Tishman Construction which required more time and cost for the Village’s inspection of the work. This year there has been additional delays in streetscape and paving construction, and numerous design changes requiring Strand to be onsite more than anticipated in the original agreement and amendment. This amendment would allow Strand to inspect part time to full time depending on the specific work activity up to late October as needed.

Fiscal Impact

The FY2015 budget included $200,000 for engineering services related to the Oak Park Station Development which were unused since the project did not start construction until 2016. A carry-forward budget amendment to FY2017 of $42,604 was approved on April 17, 2017. The FY2017 budget provides $92,604 for the construction inspection services in the Capital Improvement Fund, Public Works, Engineering, for Streetscaping design account no. 3095-43780-101-570959 creating a total contract value with Strand of $200,000.

 

Background

The Emerson Development project includes roughly $3 million in public improvements as part of the site work.  The public improvements consists of replacing the water and sewer mains on Westgate Street, replacing the water main on North Boulevard, installing new water and sewer mains on the new Maple Avenue, new street lighting for the site, roadway resurfacing of the streets adjacent to the development, and streetscaping of the right-of-way along the development’s frontage.

 

The Engineering Division requested proposals for the site inspection services in March of 2016 and the Village Board awarded a contract to Strand Associates on April 18, 2016.    Tishman Construction provided a construction schedule which was used to estimate the number of hours needed for construction inspection services at the time of the original agreement with Strand.  At the time Tishman projected that streetscape and paving items would be complete by May 23, 2017. The streetscape and roadway improvements still has substantial work remaining and the latest schedule from Tishman was incomplete but shows streetscape and paving items to be completed in the fall. The intent of the agreement is for Strand Associates to provide part-time and full-time inspection for the various streetscape and paving items.

 

Alternatives

There are no proposed alternatives with this change order request as construction inspection services were approved in order to ensure the streetscape and paving items were installed correctly and to keep the project moving forward without any additional delays. 

 

Previous Board Action

On April 18, 2016 the Village Board authorized an agreement with Strand Associates for the Construction Inspection Services for the Site/Civil Work at the Oak Park Station Development Project in an amount not to exceed $72,074.

 

On September 19, 2016 the Village Board approved an amendment with Strand Associates for the Construction Inspection Services for the Site/Civil work at the Oak Park Station Development project in an amount not to exceed $65,000.

 

On April 17, 2017 the Village Board approved a budget amendment to carry-forward remaining unspent 2016 CIP funds of $42,604 for the construction inspection of the Emerson Development project’s site civil and utility work.
