Overview
In January of 2016 the Village of Oak Park entered into an agreement with Hancock Engineering Company to perform construction engineering services for the federally funded resurfacing and streetscape project on Chicago Avenue from Harlem Avenue to Austin Boulevard. Due to delays in the State bidding of the project, the project could not be completed in 2016 as planned which resulted in a longer duration construction project requiring additional costs for construction oversight.

Fiscal Impact
There are savings in the FY2017 Budget in the Capital Improvement Fund for local street construction which will be used to fund this change order. A separate budget amendment will be presented to transfer funds from the Loacl Street Construction account 3095-43780-101-570951 to the Project Engineering account 3095-43780-101-570706 to cover this change order.
Background
The Engineering Division requested proposals for construction engineering in December of 2015 and the Village Board awarded a contract to Hancock Engineering on January 19, 2016. The project was originally intended on being bid by the State in the spring of 2016 and fully completely constructed in 2016. Due to delays by the State, the bidding was pushed back several months. This change in the State bidding of the project made it not possible for the project to be completed in one construction season as originally intended. The state budget impasse in 2016 caused some further delays to the start of construction.
This project was designed to allow the contractor a certain amount of working days to complete the work. Due to environmental issues and the project spanning the winter, the length of construction ended up being 7 weeks longer than expected, requiring more construction oversight than originally contracted for. These changes to the construction schedule occurred after engineering agreements were submitted and approved.

Previous Board Action
At the November 17, 2014 regular meeting the Village Board approved a motion to accept the use of federal funds for the resurfacing and streetscaping on Chicago Ave.
At the August 10, 2015 Finance Committee staff received direction to proceed with designing streetscaping items in the Chicago/Harlem Ave Business District including decorative street lighting, sidewalk improvements, and furniture.
At the September 8, 2015 regular meeting the Village Board approved an agreement with Terra Engineering to provide design engineering and landscape architectural services associated with the streetscaping portion of this project.
At the January 19, 2016 regular meeting the Village Board authorized an agreement with Edwin Hancock Engineering Co. for construction engineering of the Chicago Avenue Resurfacing and Streetscaping project in an amount not to exceed $174,752.
At the February 16, 2016 regular meeting the Village Board approved a Local Public Agreement for Federal Participation with the State of Illinois for the construction of the Chicago Avenue Resurfacing and Streetscape project
