Overview
In 2015 the Village of Oak Park upgraded revenue control equipment for the Holley Court and Avenue garages. At that time staff stated they would explore additional technology related to licenses plate recognition cameras and revenue control systems for the nested area (employee discount parking) on the roof of the garages. This Resolution is for the purchase of that additional technology.

Fiscal Impact
Payment for this purchase is split between the Holly Court Garage account number 5060-43770-788-570705 ($88,360.00) and the Avenue Garage account number 5060-43770-784-570705 ($88,360.00). Both of these accounts are in the Parking Fund/CIP budget for FY 2017.
Background
In FY 2015, the Village Board approved a Resolution approving and independent contractor agreement with Revcon Technology Group, Inc. in an amount not to exceed $922,087 for the purchase and installation of parking garage revenue control equipment. The equipment has worked well. As technology expands the usability for these advances in the garages also grows.
In 2017, staff proposed the following additions to the equipment in the garages:
1) License Plate Recognition will assist quarterly permit holders in entering and exiting the garage as the system will identify these users and automatically open the gate. Additionally, users paying at the pay-on-foot stations will be greeted with an automatically opening gate. This will increase efficiency in the garage and allow for quicker entry/exit times.
2) Revenue Control Gating Equipment will assist with compliance of the rules for the discount employee parking, which state these discounted parkers must park on the roof of the garages. Compliance of this rule is important as it dedicates the lower level of the garages for customers of the local business communities.
