Overview
Overview
The last time IMRF required certification was in 1993. IMRF is asking that local municipalities recertify all elected officials before September 1, 2017. Historically, the elected official positions were certified at 600 hours (meaning they had to work 600 hours annually before they were eligible to participate in IMRF). The Village is recommending raising this limit to 1000 hours to match village employees. This action does not enroll any person into IMRF, this is only a required confirmation from the municipality regarding eligible positions and the required hours.

Staff Recommendation
Staff recommends that the Village Clerk be recertified at 1000 hours so that the elected position remains documented with IMRF.
Fiscal Impact
Staff does not anticipate any additional fiscal impact.
Background
The Village Clerk is considered a eligible for all benefits entitled to a regular, full time Village employee. Participation in IMRF would fall under this category. Historically, the elected position has been certified as qualifying for participation at 1000 hours.
Alternatives
If the Board chooses not to recertify the position, there are two alternative solutions: 1) Do nothing. IMRF will automatically decertify the positions after September 1, 2017. 2) Present an alternative resolution to officially decertify any or all of the elected officials.
