Overview
The Redevelopment Agreement for the Emerson Development does not include the street resurfacing of North Boulevard and Westgate Street as responsibilities of the developer. The developer provided a cost of $353,511 to construct the roadways. Doing the work with the Village's contractor, Crowley Sheppard Asphalt, who is actively doing street resurfacing work throughout the Village, is estimated to cost approximately $300,000. The roadways need to be resurfaced based on their overall condition and from trenching done as part of utility work associated with the development site.

Fiscal Impact
The FY2017 Budget includes $1,681,000 in the Capital Improvement Fund, Public Work - Engineering, Streetscaping, for the Colt Site Streetscaping account no. 3095-43780-101-570959 for the construction of the streetscaping and roadway work for resurfacing North Boulevard and Westgate which will be used to fund this change order.
Background
The RDA for the Emerson Development does not include the street resurfacing of Westgate Street west of the development's frontage nor of North Boulevard from Harlem Avenue to Marion Street. The roadway needs to be resurfaced based on their condition and from trenching done as part of water and sewer main improvements and from ComEd public facility relocation work.
