Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The U.S. Department of Housing and Urban Development (HUD) requires Federal Grant entitlements such as Oak Park to produce an Assessment of Fair Housing (AFH), which replaces the Analysis of Impediments to Fair Housing Choice. HUD encourages local entities to collaborate on a regional AFH, and collaboration offers potential benefits to Oak Park such as more efficiently and effectively meeting federal fair housing requirements, and realizing a cost-savings.

The Village seeks to enter into a regional fair housing AFH contract with the Chicago Metropolitan Agency for Planning (CMAP), the official regional planning organization, with Cook County government being the lead agency for this collaboration.

Approve the resolution approving both the individual contract with CMAP at the amount of $3,500 and authorizing the signing of the multi-party intergovernmental collaboration agreement.

 

Fiscal Impact

CMAP will expect two payments totaling $3,500, with an invoice for $1,750 sent to the Village in December 2017 and an invoice for $1,750 sent in December 2018. These funds will be paid using Village CDBG Administration funds.

 

Background

In the summer of 2015, the U.S. Department of Housing and Urban Development (HUD) published a new rule on affirmatively furthering fair housing. The new rule requires entitlements such as Oak Park to produce an Assessment of Fair Housing (AFH), which replaces the Analysis of Impediments to Fair Housing Choice, or “AI.” Cook County includes 21 different entitlements and housing authorities that will need to produce an AFH.

HUD encourages local entities to collaborate on a regional AFH. Collaboration offers numerous potential benefits. Oak Park can more efficiently and effectively meet federal fair housing requirements, often at a cost-savings to the previous fair housing analysis. An AFH for all of Cook County allows participants to utilize the ongoing work of high-capacity civic organizations to define and assess equity related topics at a regional scale while also keeping the history and uniqueness of the Village.

CMAP, the official regional planning organization for Cook and other counties in northeastern Illinois, requested that the Village join such a regional collaboration, with Cook County government being the lead agency for this initiative, as it is with the HOME Progam Consortium, of which the Village is a member.

 

Alternatives

The Village could create our own AFH but by combining efforts, the Village is expected to develop more robust and interconnected policies and gain cost savings by participating in the development of one regional AFH.

If approved, the AFH process will start November 1, 2017. The final AFH will be submitted to HUD on January 5, 2020.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Program Consortium, the Village is submitting the AFH to HUD in partnership with Cook County and many other communities, with CMAP serving as the contractor.
