End

Overview

Overview

An Amendment to Ordinance 17-183 has been prepared to eliminate Parking Lot 119.

Body

Staff Recommendation

Approve the Motion.

Fiscal Impact

The fiscal impact is an estimated loss of $7,000 in revenue.

Background

At the February 21, 2017 Board Meeting staff recommended the approval of the creation of Lot 119 with eight (8) 24-Hour Parking Permits. The effective change resulted in a number of difficulties for residents of the Mills Park Tower. Staff worked with the Transportation Commission, Mills Park Tower Residents, Permit Holders, Oak Park Residence Corporation, West Cook YMCA, and Pleasant Business District to present ideas that would create the minimum disruption as the village transition to closing this permit parking lot and making it available for use by the Mills Park Residents and other residents in the area.

Of the eight (8) available permits, only six (6) were currently sold. The six (6) permit holders have been transitioned to nearby 24-hour parking permit lots or privately owned lots.

Alternatives

The Village Board could direct staff to continue to seek other solutions.

Previous Board Action

Ordinance 17-183 was approved at the February 21, 2017.

Citizen Advisory Commission Action

On August 28, 2017, the Transportation Commission received an update on Lot 119 which stated that the YMCA agreed to house a number of permit holders. The remaining permit holders would be relocated to available permit spaces during the October 2017 Open Sale date. If other permit locations did not became available at the October 2017 Open Sales date, up to 3 permit would remain available on Pleasant Place and options would be sought in the metered spaces on Marion Street.

Anticipated Future Actions/Commitments

This street is in the subject parking study pilot area. Discussions are ongoing with the consultant, Dixon Resources Unlimited and the Transportation Commission. Recommendations will be discussed and brought to the Village Board at a future date.
